You could open a dispute, personally I would say the item is not as described as its not in good condition, without the panel its spares/repairs at best. Obviously time isn't on your side but if you use it then you are accepting it and it wouldn't be fair to open a dispute on the seller after your holiday.
You can get a cheap tarp from most cheapie shops that would be adequate and pick up some self tapping eyelets so you can tie it down. Depending on how fussy you are you could do a really neat job or a quick bodge (but adequate) job.
