Funnily enough there's been quite a bit of discussion on this over on my vehicle owner's club forum lately - as the zone's own regs are causing confusion.... Out of interest, a lot of us on the forum checked our own vehicles and came up with some weird anomalies considering we all have similar vehicles and ages? The database Tfl are using doesn't seem to match up with the DVLA database used to calculate Vehicle Exise Duty when it comes to emissions - which seems at odds when you think they should in theory be following the same guidelines if they wanted to appear 'green' with the charges.
As an example, I'll use my own:
Ssangyong Musso 2.9 Diesel with no CAT fitted - 1996 registered. (If you don't know, it's a 4x4 based on Merc engine and built in Korea then imported to UK as new)
DVLA classify exise duty on emissions BUT pre-2001 registered vehicles are taxed purely on engine size with 2 catergories of: under 1600cc; and over 1600cc. So my vehicle fits the later, and is taxed accordingly, which works out a lot cheaper than a newer vehicle of equivalent engine size....
Tfl say this compliance charge relates to ALL vehicles pre-2002 of the classes listed including 4x4's. So I input my VIN no. to find that despite my vehicle being older and accordingly more likely to be of higher emissions, I got the following response back:
According to our records this vehicle is not subject to the Low Emission Zone and is not required to meet the Low Emission Zone standards this time.
Leaving aside the stereotyped "Chelsea Tractor" media perception of 4x4's, I do find it odd that vehicles which are more likely to be large engined and higher emissions seem to have become exempt to this charge? Personally I'm one of many in my club that run our diesel's on Vegetable Oil which is great for the environment being virtually zero emissions and cheaper to run too... It doesn't get me cheaper tax etc as the databases only use maker's figures running on diesel, but does make me feel better driving around knowing that I'm not polluting the world despite being in a 4x4.
One day the powers that be might get their heads around all the global warming / ozone layer depletion / emissions data etc, and actually make sense of how charges differ with different bodies...
